This study aims to analyze the integration of loving and compassionate values in the implementation of Islamic education policies in Indonesia, especially in Islamic religious educational institutions. The value of compassion (rahmatan lil 'alamin or mercy to all creation) is a core Islamic teaching and learning that emphasizes humanity, empathy, and peace, and is an important foundation in building Islamic education oriented towards character formation. The research method used is library research with a content analytical approach to various academic literature, Islamic education policy documents, and relevant previous research results. The results of the study indicate that Islamic education policies in Indonesia, such as Islamic religious education programs and madrasah diniyah, play a significant role in shaping students' character, but still need to be strengthened with a compassionate approach in learning practices and educational management. The integration of loving and compassionate values in Islamic education policies and practices has been proven to encourage the creation of an inclusive, humanistic, and moderate learning environment. This study confirms that the paradigm of Islamic education based on loving and compassionate values has the potential to become a model of learning and policy oriented towards peace and humanity in the context of Indonesia's multicultural society.
