Abstract

TVRI Bali, as a public broadcaster operating in a province with a non-Muslim majority, faces unique challenges in presenting Islamic programs that remain meaningful, inclusive, and culturally respectful during Ramadan. This study analyzes the da'wah communication strategies employed by TVRI Bali in producing Islamic broadcasts that are both effective and sensitive to local cultural contexts. Using qualitative research with a case study approach, data were collected through in-depth interviews with producers, creative teams, and preachers/broadcasters, supported by program observations. The findings reveal three key results: (1) Jejak Islam demonstrates strong cultural–Islamic acculturation by integrating Islamic values with Balinese cultural elements; (2) Lentera Ramadan delivers comprehensive Islamic teachings with minimal cultural blending, functioning as a thematic learning program; and (3) Mimbar Islam incorporates moderate Balinese Hindu cultural symbols in its visuals and inter-program advertisements, reinforcing interreligious harmony. Theoretically, these findings expand the understanding of cross-cultural da'wah communication and illustrate how religious messages can be adapted within minority settings. Practically, the study provides a strategic framework for public broadcasters in multicultural regions to design religious content that fosters inclusivity, cultural relevance, and social cohesion. These implications highlight the broader significance of culturally adaptive Islamic broadcasting in supporting harmonious interfaith relations.
