Abstrak

This research aims to develop an MHQ assessment model, because the assessment model currently used in MHQ is not in accordance with assessment theory. This type of research is research and development, which starts with research and continues with model development. Research was conducted to obtain information regarding the weaknesses of the MHQ assessment model used so far and aspects that support the need to develop this assessment model. Model development refers to the Borg & Gall procedure, which is carried out through three stages: pre-development, development, and dissemination. One example of the weakness of the assessment is that the MHQ assessment used so far can encourage assessing judges to be inconsistent. This assessment inconsistency can occur especially in tajwid and fashahah. These two fields is very large, if a maqra, numbering in the hundreds or thousands. The very large number of reading elements are given a maximum value of 30 points each. This maximum score will be deducted by 3 points every time a participant makes a jali mistake, and 1 point for every khafi mistake. This means that the maximum score in both fields will be deducted just because the participant misread 10 letters, or 10 harakat.
