Abstract

The Tahfidz education program in Indonesian public elementary schools has become part of a policy to strengthen religious character. However, its implementation currently lacks a structured curriculum. This research was conducted to reconstruct the Tahfidz Al-Qur'an curriculum based on Ralph Tyler's rational model in order to build a measurable learning framework oriented toward character formation. This study aims to reconstruct the Tahfidz Al-Qur'an curriculum using Ralph Tyler's rational model to reinforce religious character among students in public elementary schools under the supervision of the Ponorogo District Education Office. The research employs a qualitative-descriptive approach with data collection techniques including document analysis, semi-structured interviews, and classroom observations. The findings indicate that Tyler's model emphasizing clarity of educational objectives, organized learning experiences, systematic instructional sequencing, and evaluation of learning outcomes provides a comprehensive framework for integrating religious and moral values into the learning process. The reconstructed curriculum demonstrates alignment between regional educational policies and classroom practices, and it effectively enhances students' discipline, sincerity, and spiritual awareness. Thus, the rational curriculum model can serve as a replicable framework for developing Islamic character education in public schools across Indonesia.
